The mission of the Kansas City Neighborhood Advisory Council (KCNAC) is to represent the interests of Kansas City’s diverse neighborhoods in the development and implementation of public policies impacting the quality of life for Kansas City residents.

KCNAC was established in 2003 by Resolution 030770 as an advisory board to the governing bodies of the City of Kansas City, MO. on matters affecting neighborhood welfare. The Board of Directors responds to proposed City policies, programs and decision-making as well as makes recommendations to the Mayor, City Manager, City Council and other department directors regarding the impacts of decisions and policies upon neighborhoods. KCNAC may cooperate with other metropolitan governing bodies and agencies.

The KCNAC strategic plan identifies these primary responsibilities:

  • Assist and support neighborhoods as they NAVIGATE the public policy process.
  • EDUCATE our constituencies by providing factual information for use in making informed decisions.
  • ADVOCATE for the best interest of neighborhoods.
  • INITIATE policies that reflect the interest and concerns of diverse Kansas City neighborhoods.

The KCNAC by-laws were updated in July 2022 to formalize certain processes and support the following efforts:

  • Establish a sustainable operating model that includes representation from neighborhoods in every councilmanic district
  • Deliver regular communications for neighborhood organizations on proposed ordinances and public policies.
  • Host public engagement opportunities on key public policies and to facilitate policy development from neighborhood input.
  • Participate as an integral part of the public policy development process by providing early input from the neighborhood perspective.
  • Support implementation of proactive processes within the Neighborhood Division.
  • Assist in the development and maintenance of an accurate neighborhood list.
  • Establish key relationships with other agencies and umbrella groups, e.g., Northland Neighborhoods, INC. (NNI), Center Planning & Development Council, Southern Communities Coalition, South Kansas City Alliance, the Center for Neighborhoods, Local Initiatives Support Corporation (LISC), public school districts and other civic Institutions.
